Licensing

ModelSplit state model: individual plumbers are licensed by the Board of Electricians and Plumbers (DCCA, Professional and Vocational Licensing) under HRS ch. 448E and HAR ch. 16-80 - Journey Worker Plumber (at least 5 years / 10,000 hours as a helper, HRS 448E-5) and Master Plumber (at least 2 years registered as a journey worker plumber). The individual license does NOT authorize contracting; contracting requires a separate contractor license under HRS ch. 444 (C-37 plumbing classification, Contractors License Board). Hawaii does not reciprocate with any jurisdiction

Permits & inspections

Under HRS 107-28 each county must amend and adopt the Hawaii state building codes within two years of Council adoption; if a county does not, the state code becomes applicable as the interim county code. HAR 3-183-5 authorizes each county to require plumbing permits by ordinance.

Working notes

OPEN GATES: (1) the effective date shown is the State Building Code Council's adoption date (May 19, 2020) as recited verbatim in Honolulu's Revised Ordinances sec. 19-1.1 and in the Council's investigative-committee document at ags.hawaii.gov - the current compiled HAR Title 3 ch. 183 text for the 2018-UPC code was not itself opened (the AGS-hosted compilation that opens is the superseded 2012-UPC version), so the HAR effective date of the 2018 adoption is unconfirmed. (2) Journey Worker / Master class structure is confirmed in HRS 448E-5 and the Board's own requirements document, but that document was read on a DCCA mirror domain rather than cca.hawaii.gov itself. Edition, family, authorities, and the split licensing model are established; the two gates above keep the row partial. Note: 2026 legislation (SB1540, introduced) proposes superseding county codes with the state codes from Jan. 1, 2028 - a bill, not enacted law, and not reflected in the row. UPGRADE PASS 1 (2026-10-31): gates closed with one disclosed limitation - (1) HRS 448E-5 read firsthand on the official capitol.hawaii.gov statute host (https://data.capitol.hawaii.gov/hrscurrent/Vol10_Ch0436-0474/HRS0448E/HRS_0448E-0005.htm) confirms the class structure in the statute itself: Journey Worker Plumber requires at least 5 years full-time / 10,000 hours as a journey worker's or master plumber's helper, and Master Plumber requires at least 2 years registered as a journey worker plumber - superseding the mirror-domain caveat above. (2) The State Building Code Council's own Building Code Rules page (Dept. of Accounting and General Services, https://ags.hawaii.gov/bcc/building-code-rules/) read firsthand lists 'State Plumbing Code - 2018 UPC' among the Current State Building Codes as adopted by the SBCC; amendments_url filled with the official adoption document that page links (AGS-hosted PDF dated 2020-05-19). LIMITATION: that PDF's text could not be extracted in this pass and the compiled HAR Title 3 ch. 183 text remains unopened; the 2020-05-19 effective date stands as previously recorded (SBCC adoption date recited in Honolulu ROH sec. 19-1.1) and is corroborated by Cornell LII's HAR republication, which marks the 2018-amendments subchapter [Eff 5/19/2020] (corroboration only). The AGS page also notes the Governor's 15th Emergency Proclamation (signed September 23, 2025) temporarily suspends HRS 107-24(c), 107-27(a), 107-28 and 107-31 - context only; no field changed for it. Status flipped to verified.
