COMAR 09.20.01.01 incorporates by reference the 2018 International Plumbing Code (with Maryland modifications in COMAR 09.20.01.02-.06), adopted by the State Board of Plumbing under Business Occupations and Professions Article 12-205 and 12-207; the incorporating amendment took effect December 30, 2019 (46:26 Md. R. 1163). A non-official legal site claims Maryland is on the 2021 IPC; that claim is NOT supported by the COMAR text read in this lane and is not recorded as fact. SCOPE SPLIT: plumbing for industrialized/modular buildings and state-owned buildings runs through the Division of Labor and Industry's Maryland Building Performance Standards / Model Performance Code (COMAR 09.12.51 / 09.12.50), which for industrialized buildings incorporates the 2021 IPC but defers to the Board of Plumbing's code for other construction; counties must enforce the State Plumbing Code or adopt a local code meeting or exceeding it (Bus. Occ. 12-206). Licensing classes include Master Plumber, Journey Plumber, Apprentice Plumber, and master/journey natural gas fitter categories.
