New Jersey's plumbing subcode is the National Standard Plumbing Code, not the IPC/UPC. The DCA Current Construction Codes page (read firsthand) lists the Plumbing Subcode (N.J.A.C. 5:23-3.15) as National Standard Plumbing Code/2024, NJ ed. CONFLICT RECORDED, NOT SMOOTHED: the N.J.A.C. 5:23-3.15 text as republished by Justia (current through Register Vol. 57 No. 12, June 16, 2025) still adopts the National Standard Plumbing Code Illustrated/2021; the admin-code republication lags the DCA adoption of the 2024 NJ edition (adoption date Aug. 17, 2026 per DCA). Licensing: the Board licenses master plumbers; journeyman and apprentice plumbers register with the Board rather than holding licenses (N.J.S.A. 45:14C).
