Working notes

13VAC5-63 (Virginia Register Vol. 40 Iss. 9) is effective January 18, 2024 and builds the USBC on the 2021 model codes, including the 2021 International Plumbing Code (the Virginia Plumbing Code volume of the USBC). A one-year choice period let applicants use the 2018 or 2021 USBC until January 17, 2025; from January 18, 2025 the 2021 USBC is mandatory. Licensing is split: DPOR's Board for Contractors licenses individual tradesmen (Journeyman Plumber, Master Plumber) and separately licenses contracting businesses (Class A/B/C contractor licenses with plumbing specialty).
